The life of a tree is most precious. Therefore, it is better to have a good reason for wanting to cut it down.  

If you have to cut down a tree or prune a tree in Saint-Constant, be aware that obtaining a permit is mandatory in certain cases and that the reason for doing so must be deemed valid by regulation.

Reasons for tree removal

Be aware that a tree is a plant that exceeds 10 centimetres in diameter or reaches 1.3 metres in height (otherwise it is not large enough to be considered a tree). 

Cutting down trees is allowed in certain situations: for example, when it cannot be saved because of disease or if it has deteriorated more than 50% of its boughs, or if it is already dead. ​

This is also the case when a large plant poses a risk to other neighbouring plants or to property (public or private), if it interferes with electricity or natural gas distribution networks or if it obstructs construction work, for example. Wherever possible, other measures should be used. In other words, cutting down trees is a last resort. ​

Reasons for heavy tree pruning

A permit is also required for pruning more than 25% of the crown (branch) of a tree at one time. 

In the case of pruning, all pruning that may affect the survival of a tree is prohibited, as is topping. The City does not recommend systematic pruning as the foliage of a tree performs functions necessary for its development. The City also reminds the public of the need for proper care when a tree has just been planted and to wait at least two to three years before considering pruning for structural improvements. Any removal of branches is likely to affect the development of a tree species (i.e. a tree). 

On the other hand, pruning is acceptable when a tree interferes with the vision of motorists on the street or with vehicular or pedestrian traffic and masks traffic signs or street lights .

Applying for a tree removal permit

Notez que lorsque la sécurité est en jeu, demander de manière imminente un permis pour procéder à une coupe ou à un élagage majeur s’avérant l’unique solution possible est même un devoir. 

Vous devez présenter votre demande de permis au Service d’urbanisme, qui vous émettra un certificat en cas d’acceptation. Les frais sont alors de 30 $ pour chacun des arbres concernés. Passer outre cette exigence pourrait vous valoir une contravention. Toutefois, si votre demande concerne l’abattage de frênes atteints par l’agrile, sachez que, si elle est acceptée, il n’y aura alors pas de frais. 

Information requested​

You will be asked for information regarding the location, reason for cutting or the treatment procedure envisaged in the case of an ash tree. The goal in this case is to prevent the spread of the emerald ash borer. 

This request can be made in person at the Planning and Development Department at City Hall. It can also be made online. 

If you have additional documents to submit, you can send them to urbanisme@saint-constant.ca and include the name of the applicant, the address where the work will take place and the web application number to which the documents relate. 

Please allow up to two weeks for a response. 

Pre-issuance evaluation of a certificate of authorization​

Before you receive a response and a certificate is issued to you in case of acceptance, an inspector must first come and observe the tree on your property. 

It is important to know that there are standards that must be met before a Certificate of Approval can be issued. The regulations applicable to the work in question must therefore be consulted. It is best to know them before beginning the work. ​
